Cahill Swift has supported federal drug and alcohol testing programs for over two decades through auditing, training, research, and regulatory support. Our software systems grow out of that work. Each application addresses a recurring operational need we have observed in the field, and each is maintained by staff who continue to perform audits and deliver training under 49 CFR Part 40 and the modal regulations.
We offer three systems. CAMS supports the audit lifecycle for USDOT modal agencies. SwiftLink MIS Analyzer gives modal program managers and their field staff a consolidated view of DOT Drug and Alcohol Management Information System (DAMIS) reporting, to include trends, entity geocoding, and secure ai overviews. All three are hosted within a single AWS environment that is undergoing FedRAMP 20x authorization, described below.

Compliance Audit Management System (CAMS)
CAMS is a software-as-a-service platform for managing the full drug and alcohol testing compliance audit lifecycle, from scheduling and document collection through findings, corrective action and closeout. It was built for USDOT modal agencies and reflects the procedures our auditors have followed in the field for federal programs. Agency staff and contracted auditors work from a shared record, so the status of any audit is available to a program manager at any point in the process.

SwiftLink MIS Analyzer
SwiftLink MIS Analyzer provides comprehensive DOT Management Information System dashboards and detailed employer views for DOT modal program managers and their staff. Annual MIS submissions contain the testing rates, violation counts and program data that agencies rely on to set random testing rates and target oversight. SwiftLink brings those submissions together so program staff can review trends across an industry, drill into a single employer's reporting history and identify anomalies that warrant follow-up.

FOR EMPLOYERS
Tyto
Tyto is a regulation-agnostic software-as-a-service application that helps employers manage a complete drug and alcohol testing program. It maintains random testing rosters, performs scientifically valid random selections and automatically logs and assigns test results as they are received. Because the system is not tied to a single rulebook, motor carriers, transit agencies, railroads and other regulated employers can configure it to the requirements of their own modal agency and company policy. This offering is not available in the United States, due to our ongoing work with US DOT in the aforementioned spaces.
